Mehmood Dogar replaces Umar Sheikh as Lahore CCPO

The Punjab government has removed Umar Sheikh from the post of Lahore Capital City Police Officer (CCPO), replacing him with Ghulam Mehmood Dogar.

A notification issued by the Punjab Services and General Administration Department and signed by the chief secretary to this effect emerged on Friday.

It stated: “Muhammad Umar Sheikh (PSP/BS-20), Lahore Capital City Police Officer (in his own pay and scale) is hereby transferred with immediate effect and posted as Deputy Inspector General of Police/Deputy Commandant, Punjab Constabulary, Farooqabad against a vacant post.”

Ghulam Mehmood Dogar is a BS-20 officer of the Police Service of Pakistan with 14 years of service. Before being appointed as Lahore CCPO, he was serving as the DIG of Technical Procurement at the Central Police Office of Punjab.

Umar Sheikh: The Controversy King

Umar Sheikh has had his fair share of controversies during his short stint of less than a year as Lahore CCPO.

In September last year, the then Punjab IG Shoaib Dastagir was removed after he stopped working in protest of alleged comments made by Sheikh.

Umar Sheikh, during a meeting with senior police officers, had allegedly spoken against the provincial police chief.

Dastagir had reportedly met the prime minister and the Punjab chief minister and sought a probe into the alleged misconduct by the CCPO and appropriate action. Otherwise, he had asked to be transferred.

Dastagir was eventually removed from his post and Inam Ghani was brought in as the new police chief of Pakistan’s largest province. 

Sheikh later landed in another controversy when he indulged in victim-blaming in the motorway gang rape case. In both the cases, the former Lahore CCPO however apologized for his uncalled-for remarks.

 During his tenure as the CCPO, Umar Sheikh remained involved in multiple conflicts with officers of his department. In one of the cases, he ordered registration of a case against a senior police officer for misbehaving with him.

Also, under his tenure, a foreign educated cop resigned from his post because he was abused by the former CCPO in a meeting. 

The controversy king had also recommended that the police should start carrying out court-martial of police department officers similar to the armed forces to prevent frequent incidents of misconduct which, he believed, could not be addressed through the existing rules.
